I think that Peggy would have still found herself hopelessly limited and pushed to the side even more so than in Agent Carter. I think she and Steve would have done the best they could but I can't help but think that it would be immensely frustrating for Peggy to have to deal with this because everyone assumes she's going to get married and be a housewife.
And I think the US government would have a vested interest in keeping her at home. Steve is almost an ideal for the time. And the US government had a HUGE pushback for women to stop working and get back in the home following the war (so men could take the jobs). And I don't think they would have very easily tolerated Peggy's presence in the workforce.
