Steve doesn't like bullies and Peggy only goes with convention up to a point. Steve will disobey orders if he thinks they aren't right and he was perfectly willing to commit fraud just to join up. Peggy went against her own spy organization and that was only partly for Howard. I just don't see either of them "toeing the line" for very long.
