Far more people just lurk and dabble than are visibly active in creating fanwork; I can think of several fandoms I've been in personally where I have no interest at all in making anything, and others where I have no interest in consuming anything because I'm much more invested in creating.
The lack of desire to create isn't about laziness, it's just about that certain thing not pushing my buttons in a way that facilitates it. Some things just won't get me that deeply enthused, but I still consider myself part of the fandom and will follow the fanworks that are created for it. I just don't feel the drive to make some myself.
It's not a monolith where one rule applies to everyone, all the time. As long as you're having fun, then there's no "right" way to do fandom.
