If you're talking about this one: Compulsive preoccupation with an idea or an unwanted feeling or emotion, often accompanied by symptoms of anxiety, then, yes, it is negative.

If you're talking about this one: the domination of one's thoughts or feelings by a persistent idea, image, desire, etc., then as long as it isn't disrupting someone's life, then it's probably okay.

I'd argue that anything that persistently dominates someone's thoughts or feelings is in and of itself disruptive. Even if you look at e.g. a sportsperson's focus on their training, then that requires sacrifices and an abandonment of a 'normal' life as most would see it (well-balanced, work, social etc.).
