It's an issue of power dynamics more than maturity. I mean, if your boss pressures you into a relationship, that's illegal even if you're older than he is. The same applies if you've got your own job and your own career and you've got some teenager trapped in a position where s/he has no means of escape.

BS: I'm kind of wondering if the use of this movie is meant to be a roundabout tipoff. I looked it up, and the MC decides not to have sex with the girl because she seems too young and immature.
