Yeah, this is one of those things where it's a little bit arbitrary. But the law needs something to base itself off of, so. Obviously no one should be messing with anyone who isn't through puberty yet, but after that what's truly morally right depends on maturity, how much authority is involved, whether or not the respect required for a healthy consenting relationship exists, etc. Like, I'd disagree with the above anon that say, a 17 year-old and a 20 year-old should never be in a relationship, assuming the 20 year-old respects their partner and isn't in a position of authority, etc.
