Basically anything that has a plethora of OC's along with one sole canon character. Like, I get that you want to play around in a world that was created by someone else, but if you're going to have a canon character only interact with OC's, then you might as well have all the characters be OC's. Using just one main character from canon to rope people into your fic is kind of false advertising, and usually the canon character ends up becoming super OOC because of it.

What if you've got a canon where one of the supporting cast is always doing what tv tropes call "Walking The Earth" and he only occasionally joins up with the main cast? Wouldn't it be okay to write about what he is doing some of the rest of the time, and wouldn't that pretty much require OCs? Surely as long as they don't become author self-inserts that'd be okay?

I can think of so many situations where this would be okay that I think this must be fandom or pairing-specific for you.

Yeah, it depends on the fandom. Some fandoms seem to run this way a little bit, like ones where a lot of the fic involves aged-up characters. So you get "the kid brother's later military career" or "the kid sister's granddaughter decades later." Short of doing a crossover with another fandom, you get lots of OC's.
