Yep, this. Which is why source material matters. I'm not saying it's impossible to write a more chilling villain than Amon Goeth, but Voldemort ain't it. Fiennes' portrayal was probably limited by the part that was written for him and the direction, not to mention the fact that it was a movie aimed at a family audience with lots of young children. He was never going to get to Amon Goeth level of scary.
