I don't read the comics so I can't remark there.

I think the idea of dark!Steve is actually a pretty interesting one. Or one where he fucks up. I think you could argue that Steve's righteousness could very easily cause him to do evil.

One way to do it would be to look at how his desire to do "what's right", whatever the cost, results in the delusion that whatever he does is right, no matter what it is.

Which I think would be very compelling from a character standpoint.

You mean like he accused Fury of doing in Winter Soldier?

That'd be a great thing to have him realize later. That his decision could end up being used against them or he forces people to be a certain way and just doesn't realize his "justice is fear" like what he tild Fury.
