In my experience, it is somewhat more prevalent in gen than in shippy fic on some kink memes.

I guess it's because this is the non-sexual equivalent of a kink -- kinkmemers just want some issue they feel strongly about to be validated by characters they love regardless of whether it sounds like an afternoon special or not. The same way kinkmemers just want some kink or pairing or sexy scenario of theirs to be fulfilled, and whether that sexy fantasy is in-character or not is besides the point.

Away from kinkmemes? Yeah, I usually see a lot more issue-fic in shippy fic than in gen fic.

Issues preaching does seem to function as a kind of a kink in some fics, although their plots often more shallowly written than straight up kink fics are, ironically. I suppose writers have to have something to drive them onward emotionally.
