If your neighborhood is that bad then making sure you have decent dedicated bicycle insurance is probably better than a lock. You get a bonus with decent pushbike insurance in that it'll also cover automotive related accidents too (not just for you, but for a driver too when you inevitably have a roadrage attack and kick their wing mirrors off, so you won't be paying their lawsuit out of your own pocket). A bike lock doesn't have to be strong anyway, all it has to do is put off the casual thief. A dedicated thief will get through even the best. So specific insurance is better.
