Oh, I agree with you. I think most people do? I don't think his worldbuilding is the only thing that makes him great. His writing would make him great even without it. There are many, many reasons why he is great.

That's more than fair!

I feel like I see a lot of people saying something closer to "Tolkien was a bad writer but good at worldbuilding", which is more what I'm responding to, I guess.

That's...really weird. There is no way his books would be as enjoyed if the writing was bad. The style isn't always for me completely in terms of pacing and few other things (though that is mostly with LOTR and not Hobbit or Silmarillion), but he is clearly a talented writer. Worldbuilding doesn't even work if you don't have the writing skills to get your world down on paper.
