Just speaking personally, the thing that got me about that scene was that it happened even though I'd maxed out Makoto and Ronaldo's S.Links. Makoto had, at that point in the story, personally saved some of Ronaldo's followers and decided that she would start following her own moral code, and Ronaldo had come to a similar conclusion and realized that his approach to fighting JPs was too ruthless and inflexible and he needed to be more willing to see them as people etc. etc.

And then like an hour later, BAM, he's all set and raring to go to kill Makoto. Who, again, had just a few hours ago protected his people. Rather than just knock her out or immobilize her or anything like that.

Granted it's a big flaw in the writing that the S. Links don't really carry into the main game in general, but even being aware of that, the result still makes him come across as really gross and untrustworthy. (Like, Yamato was also really awful, but you could at least always trust him to be consistently awful.)
