Yes the girl has a problem- HER MOTHER. That's literally her problem. The girl is not stupid or weak for not being able to resist her. To blame her for being forced into going along with her mom is victim blaming.

Those aren't really equivalent. One is a child and the other is an adult. In the case of the latter, women who allow themselves to be battered (and often allow their children to be abused as well) generally do have something wrong with them. That's not the same thing as saying that it's her fault... it's saying she's got emotional problems that keep her in a bad relationship.
