I think this is reasonable. Leashes/fences always, unless the dog literally just sits in the front yard and doesn't go anywhere (many old or super mellow dogs are like this, but there are plenty of dogs for whom a leash/fence is necessary, too)

addendum: if you own a dog you should either a) have a yard with a fence or b) be willing to go out with the dog 4-5 times a day including at least one decently long walk.
