I notice brown eyes because I find brown eyes attractive. Next, I notice striking eye colors like very light grey, blue or green on a darker skinned person. But, in between blues and greens I don't really notice at all.

On the other hand, if there's a closeup of a character in a movie or TV, I will notice it there, like I cannot forget that two out of the three Durins in The Hobbit have blue eyes while the one they changed the hair colour on also ended up with a eye colour change (the book described Fíli and Kíli and both being blonde and blue-eyed).
