I rarely notice eye color, though perhaps that is because I don't make eye contact as much as you are supposed to. Also, many lighter eye colors tend to reflect what is around them, so if a blue-eyed person is wearing a green shirt, their eyes might look greener than usual. It is not always easy to tell what color a person's eyes are, even if you are looking at their eyes.
