well, how does that make her significantly different than, say, Maria Hill?

You seem to be reeeeally focused on really broad-stroke "Roles" rather than actual, you know. Characterisation. There is actually room in storytelling for more than one ticky-box on each side.

Her romance with Steve (should one ever happen) is only automatically "a very similar story to Peggy's" if you think that "meets agent named Carter, falls in love, fights side by side with" is all there was to Steve and Peggy to start with. That's not actually characterisation, or even story-telling: that's a ticky box. It's really, really shallow.

It's like these aren't characters with actual stories, they're archetype-ciphers, and you see nothing else to them. People who actually really love a character? Aren't gonna appreciate that.

His relationship with Peggy is, in itself, a complication that could be interesting to work with if he has one with Sharon.

AYRT seriously. With the usual proviso of "if handled well" (which always applies and I'm not saying MCU is GONNA, but I wouldn't trust them to handle a redeemed-HYDRA-agent plot well EITHER, so that's a moot point), that is a HUGE wrinkle to deal with in a relationship and a source of very genuine tension that doesn't even require either character to be cuddling the idiot ball to play with! - making it very rare among fictional romantic complications.

Heh...'cuddling the idiot ball' I like that phrasing. And, yeah, if handled well, but I think that's really an understood caveat in all these discussions.
