I was going to say that the Hogwarts letter would be less dangerous, on the knee-jerk instinctive idea that crime is more dangerous than school, and then I remembered: Hogwarts. The school where, on a very good day, and even barring various dark forces being somehow involved, you can end up horribly injured for sneezing wrong in at least three classes and/or forgetting which stairs wants to pitch you over the railings for wearing blue on a Tuesday.

I had the same argument when the comparison between going to Hogwarts or going with the Doctor came up in another forum. Yeah, the Doctor might put you in danger, but he will put all his time and energy into trying very hard to keep you safe. The staff at Hogwarts just says "Oh by the way, everything in this school is wildly unpredictable and dangerous. Good luck with that!"
