This character is from Fire Emblem 7, or just plain "Fire Emblem" in the North American release.

The character himself is called Canas. He is a shaman, and you get him in one of the sidequest levels. And he kicks ass. B)

It's a very good game! Aside from the lengthy forced tutorial, which I suppose isn't as bad if it's your first Fire Emblem, but if you know the series or bother to read instruction manuals, homg make it stop.

Yup. The titles are individual, separate stories, though. So Fire Emblem 8 which is also on GBA is a different story. The character design and overall gameplay, though, is similar
