Even if it's queerbaiting, it's hardly the "old fashioned" variety. Classical queerbaiting is where there are constant jokes about oft-slashed characters being queer and copious amounts of ~pandering~ to slashers by putting their OTP in intimate situations, but any serious implication that the characters are anything but straight is shot down with such a vehement no homo that a frat boy would consider it mildly homophobic. Actors can participate in it, of course, but unless there's a pattern of queerbaiting in the canon, I really don't think that Atwell's personal opinion on Peggy's potential sexuality is baiting.

IA, and as far as I can remember Agent Carter has done no such thing. If Hayley thinks it likely that Peggy is bi that's cool (and frankly I'm very into the idea), but it isn't canon and there's been no jokes about it.
