I just wish that if shows wanted to tease ships (slash or het) they'd do it via the canon and not by cutesy hashtags or having the actors joke about it.

This isn't about Agent Carter, I'm not that familiar with that fandom, but I've seen it in other fandoms.

How do we know that the show is having Haley do this and she's not doing it on her own?

It's pretty clear to me that Hayley runs her own social media presence -- she's spoken up about wanting racial diversity on the show and made it clear that she's pushing the showrunners on it rather than the other way around. I don't see how Hayley clearly stating she would be willing to play queer content on the show is either baiting or bad for diversity. As long as everybody's clear that her view won't be the deciding factor.
