I want to make animated adaptations of my favourite fanfics (for non-animation fandoms). But I’m not capable.
So more realistically, I’d be happy to make comic adaptations if I ever improve my drawing skills.

S!B: My main lofty creative goal is to make things twice removed from original content? And it’s not old public domain “remixing it is mainstream!” stuff.

Would you link your comics to the original fic writers, OP? Maybe you could collaborate with someone on a fan comic if you feel too awkward about creating fanwork of a fanwork. They can write the plot and you can draw it out, maybe.

I've seen plenty of people draw fanart of their favourite fics, so taking it a step further with a comic doesn't seem like a bad idea (although some might not want that done to their fic, but seeing as everyone is working off of someone else's creation I'm not sure they could necessarily get you in trouble? I'm unsure of the formalities).

I'd definitely contact the writers! Once I actually start and think I can manage at least a substantial chunk of the fic, I'd show them a few panels and ask if they mind me finishing it by myself, or if they'd like to collaborate. Or if they'd like to work on a comic for a new story, like you suggested.

If someone wanted to draw a comic of a fic I wrote, I'd probably be flattered and tell them to go ahead with it. The only reasons I wouldn't want them to I can think of now are if I they interpret my fic in a way I didn't intend and insist it's a direct adaptation (I don't mind alternate readings, but I'd mind if after I tell them it's not my interpretation, they don't state so anywhere), if they claim they wrote the story, or if it's a really bad old shame fic. And of course if the artist is someone it's not a good idea to associate with, but that's unlikely.

If a writer told me they don't want me to draw their fic, I might still finish whatever drafts I already have just for practice, but I'd keep them to myself. No big deal. If I wanted to post a drawing originally for the comic modified as a standalone piece, I'd ask them too, in case they think it'll remind people of the fic that they don't want my fanart to be within a 10-mile radius of.

Hey, fanwork of fanwork is noble in a way because the original artist will actually get to see it! It'll mean much more to them than to some big producer or writer. And some people even start friendships like that.

Work hard on your drawing skills, OP. Practice every day. Make it a source of joy in your life. Otherwise this wholly-admirable plan will just become another thing you never quite got around to.

I can only speak for myself, but I'm always thrilled when anyone wants to draw any sort of illustrations for anythign I've written.

I would love it if someone drew comics of my fanfics (...well, the humorous ones, but beggars can't be choosers and all).
