This. There is no universal scale. Attractiveness is 100% objective. This 1-10 thing is just a way of judging women since it was originally a scale created by men and I rarely hear it used in reference to men.

I hear it used for both, and most of the time it's tongue in cheek from both sides

Obviously when it's creepy socially maladjusted people, they don't realize it's supposed to be tongue in cheek and make everyone else wince

It's definitely true that the men who are the most critical of women's looks, weight and clothes etc, tend to be ugly, overweight and badly dressed themselves, and completely unaware of the irony. Really staggeringly so.
