I'm trying to remember the name of a low-budget Disney movie (I think from the 80s?). The only thing I remember about it was that it had a middle-aged guy who had a twin brother that was a spy. Something happened to the brother, and the middle-aged guy had to pretend to be him. They were looking for some kind of watch with tiny schematics that formed Micky Mouse ears in the center.

And the middle-aged guy kept timing himself to see how long he could stay under water, which saved him from a jam at least once. The middle-aged guy had a family and I think he was like a vet or a dentist or something.

Does anyone know this movie?
