No. "Tumblrinas" are a pretty set group of people who behave like assholes in the name of social justice. Pretending every tumblr user equals "tumblrina" is like saying caring about social justice makes you an SJW.

It's hard to tell sometimes whether the term is being used as an all-encompassing anti-SJW reflex (ie "tumblrina PC feminist bullshit is ruining fandom/media waaah") or something that refers to people with specific opinions/behaviors.
