can't say I've seen that much woobie portrayals of either, but people are possibly more familiar with being badly treated by mothers than they are being manipulated by someone with the goal of ruling a kingdom or whatever hans' deal was. might explain why people react more strongly to rapunzel's ma than they do hans.
