If they are a widely relatable character, then it's probably just self-insertion via a canon character. Sometimes writers want to play in their own story too, and this is about the only way to do it without someone screaming 'Mary Sue' in your face. Though, the character being OOC is almost as bad, tbh. Self-insertion is a lose/lose situation unless the writer can make the character complex, which is not really the point, so... yeah...
