Less stupid filler episodes though (unless it's a Moffat season of Who)

I don't always mind filler episodes. If they are good episodes, it doesn't matter if it is filler. There are definitely some shows that can't sustain a 22 episode season and should remain short. But many shows have some excellent one-off episodes.

I'm currently rewatching DS9, and while there's a ton of filler, I don't mind because most of it is good filler.

Well, yes, but... sometimes the filler episodes can actually be pretty awesome. I'm thinking specifically of a few episodes from the various Star Trek series that were technically filler but were some of the most amazing in the 'verse. Off hand, there's two eps in DS9 that come to mind. One being the episode where Sisko is caught out of time and his son ends up spending his whole life trying to figure out how to get him back, and the one where Sisko is a science fiction writer in the 1950s writing about what he remembers as Commander Sisko but is told that it can't be published because nobody would believe a black man could be in a position of authority. These are short synopses and do not do them justice, but they are amazing episodes, and, yeah, there's certainly a lot of crap filler, but I personally don't mind the crap filler if it means I get awesome stories like this that otherwise don't fit in with the main story arc.

What counts as "filler" is debateabke, though. Some shows never had arcs, or have very minor arcs, so most episodes would be one-off stories. That's not a flaw with the show. Some shows have arcs and yet managed to produce some amazing "filler" episodes. It's clear that the writers have a lot of creativity just waiting to burst out of the over-arching plt.
