Whishing dogs would die to make their crappy owners learn a lesson.

Like, have a dog run into traffic and get hit by car because no, owner, your dog does not obey you and listen to your commands, you need to put a leash on it. You're not letting the dog run ahead and behind you as it pleases because it's so well-trained; there's no letting, the dog does what it wants and you have absolutely no control over it and you just don't want to admit it. So put a leash on it already (and train it properly!) so that a) nothing happens to it and b) it doesn't bother other people and animals.
