What legal measures could be taken against them, if they aren't suspected of doing anything illegal?

Sure, a part of me does believe that if people with real psychic powers were revealed, the government would either secretly get rid of those people or study them or something. And I get why the government, and society, would have the right to be really afraid of certain powers.

If it was the type that was like... "I'm going to try to contact dead spirits... someone whose name starts with J. James, Jimmy? Does that name ring a bell? He's saying something about some kind of medicine..." If that was the real type, then who'd give a shit, besides them being obnoxious. lol

I think there's a trope along the lines of "dystopian society persecutes telepaths," but I can much more readily imagine that in a dystopian society where telepathy was real, the telepaths would be the pampered darlings of the regime, in exchange for smoking out secret dissenters.

Only if the people in charge are either also telepaths or have a way of blocking them. If it is the former, then it is dystopia for the rest of us. The latter, could go either way. If the people at the top are neither telepaths nor have a way of blocking them, then it is open season. Stan lee knew this. That is why the X-men are either led by Emma Frost or Prof X (yes, I know they have temp leaders now and again, but those are just spacers until the reset button gets hit and Chuck gets back from space or from death, again) and the evil mutants are led by Magneto with his telepath blocking helmet. And everyone else wants to take out the muties.

I mean if the X-men had no telepathic mutants then they'd be fine. It is the telepaths that make people want to kill all mutants. The regular freaks with powers are just freakshow fodder, it is the telepaths and the possibility of telepaths that are the threat.

Why would the telepaths only serve a dystopian regime if it were run by telepaths? I mean, it's not as if telepathy serves as a magic inoculation against cynicism and self-serving or something. Intellectuals and scientists have served shitty, repressive governments all the time--provided their own position is cushy enough, they often don't care. So why assume telepaths would be above that?

The telepaths wouldn't serve a non-telepathic dystopia. They'd take over it.

Not necessarily. How strong are these telepathic powers? I mean vaguely being able to read minds or something or move small objects - that's not really going to stand up against political/military power and money. The rich and powerful aristocracy would probably not be thrown down that easily. In fact, I dare say even moderately powerful psychics would have a tough time doing much, realistically, unless they had big enough organized numbers.

I mean if I had the power to read minds and shit, I don't think I'd do well suddenly declaring myself Supreme Leader.

Again: why? Plenty of people are happy to work for government--all kinds of governments--but would not care to take the responsibility of governing on their own shoulders. As a real-world example, very few governments are run by scientists, but plenty of scientists have no problem working for their respective governments. As long as the telepaths' safety, comfort and privileges were assured, why should they care if they were working for non-telepaths?

That I could see, too. The government or whoever certainly wouldn't want psychics who are not on their side. But how useful to intelligence agencies would it be to have a psychic on your crew? How much money and status would you give to find out secrets, shit out your enemies, etc?

I'm guessing they'd just want to know they could trust that psychic themselves. If they feel that they couldn't trust that individual, they'd have a mysterious accident for sure, or something.

Depends on the rage of their telepathy. Short range then I think overpowering them and giving them the old pre--frontal cheese wire. Medium range and snipers could reach out and touch someone. Long range then we'd have use cruise missiles and nukes. Global range = Suicide, it is the only option because they'd have won.
