Ya gotta remember that with the miniskirts, it was a time where women were still sometimes refused service in shops and restaurants if they wore trousers!! Yes it was, I was there, it happened. We were only just fresh off the 1950s with its feminine-ideal where women were expected to wear nothing shorter than calf length. Being able to express our femininity as celebrate the female body was a big thing. Those mini-skirts were not for titillation of the men (although they certainly became it in the 70s, right about the time long skirts came back it fashion) but a sign of female empowerment. Those were our bodies and we were not ashamed of them and did not think they needed to be covered to prevent riots. Yeah, there were people who claimed mini-skirts would start riots; assholes.
