And this is the exact pairing where I wish there was more top or dominant Steve. Because I've found exactly one. And I really want to see Thor bottom more and Steve is always in charge in my mind.

This is frustrating me. I cannot find it. The things I remember are that it was dom!Steve/Sub!Thor and they were on Asgard. Odin didn't think Thor was worthy of his son. But the only fic I can find with a similar summary on AO3 is not the one I was thinking of.

Uh, no. They are brothers. Incest isn't only about the biology, it is about the psychological affects. Loki may be adopted, but he's still Thor's brother so the affects on them would be the same.
