I never really saw any of that reflected on HER, tbh. I was also older when the series came out, but all I really remember of her is that I really liked her as something sort of innocent in such a grim world (especially with Ziggy), and I HATED Albedo for his creepy pedo thing with her; it actually made me blindingly angry, and he was the first villain I can honestly remember in a very long while whom I actually looked forward to beating the ever-living shit out of (I remember the conversation with my TV going something like "oh you think you can beat me do you" "HELL YES BRING IT ON MOTHERFUCKERRR") so I actually think MOMO worked really well as a character and as a way to make the player honestly HATE the villain, which at a time of bishounen-anti-hero villains was really rare and something I appreciated.

Looking at it from all the angles mentioned (yeah her skirt REALLY does not need to be that short, we do not need to see her panties all the time, guys, come on), I can certainly see how others would see it as pandering to a very squicky demographic; but maybe it's just what you're looking for, or what you're conditioned to? I mean, if you see a girl in a short skirt and the first thing you think is "oh god here we go again", you're probably subconsciously looking to see if you're right, and that would color your memories of her character.
