How exactly? Obviously blockers aren't effective and blocking it outright is near impossible, if not a huge disadvantage when so much of our world is digitally geared. Only thing I can think of is monitoring, but that'll only catch it after that act has happened.

Well, that's what I mean. Obviously we can't screen people for this before they show the inclination, so unfortunately there still has to be an incident. What I'm saying is there shouldn't be more than one incident. If the act is carried out by someone who genuinely doesn't understand the consequences of their actions, that person needs to be monitored and not allowed the freedom to become a repeat offender.
