post-canon Serenity/Firefly. The uproar over the pax drug was harnessed by the Alliance and the outrage over the deaths on Miranda was propagandized as "these people cannot have died for nothing" in order to leverage developing a better pax-drug which actually works. The former rebellious outer planets are targeted and properly paxed and everyone is happy where they are. Space travel is placed exclusively under the control of the Alliance following this too.

It just makes so much sense. Everytime the government in real life does something dumb that costs lives, the result is never to back off an apologize but double down and use the outrage to do it harder on the grounds that "giving up" betrays the dead and they must not have died for nothing. It makes much more sense that the Alliance would double down too, and send more operatives after the Serenity crew, possibly even using the outrage as a mandate to clear out the smugglers and black marketeers too. I mean they already know exactly where those bases are, the operative from the movie is easily able to find them. The whole Mal-led-a-reiver-fleet-into-our-ships thing is exactly the sort of stunt that plays into a support-our-troops sentiment.

Mal made things worse by exposing Miranda and probably gave the Alliance exactly what it needed to do it again. A scapegoat and a sense of moral outrage to be harnessed. Mal took the sky from everybody, sure as eggs.
