If someone makes a point of giving positive feedback on the fic as a whole, then I think it's alright for them to mention that they wish it had a sex scene. Also, if they phrase it more like, "If this had a sex scene I would love it even more than I already do," that's even better.

But if their entire comment is just "Boo, no sex," then that's just rude.
