He feels like Cap is physically too perfect or personality too perfect? Because physically, you know, muscles in a bottle, science experiment. But as a person, Steve has plenty of flaws/contradictions. Everything he does for good is done with a negative: lying to enlist, disobeying orders because of Bucky (not that any of the other POWs were even a thought until he had to get past them to find Bucky), and on. He looks good because his decisions (mostly) work out, but he's just as selfish as the next guy.
