I'd say start out somewhere, either tumblr or a website. Though tumblr will probably get you more notice quicker, and be easier unless you know HTML and want to pay for website upgrades (like a .com name, and room to host your comic - not sure how many comics you have, but space on a free site can go fast). After you gather a following you could then always post to see if anyone would help you edit and clean your comics.

If you'd rather look at other options besides tumbler a quick search brought up theduckwebcomics.com . It's a upload and share type site. Though I don't know how hard it is to use. Also wordpress does have a very specific theme for comics called ComicPress, but it's supposedly requires a good bit of HTML and CSS knowledge.

Personally I wouldn't go with 4chan like above OP said, but that's just me. I'd rather put it on a site where I have more control of content. Also like other OP stated above there is Gimp for photo editing, but I find gimp can be generally confusing and way harder (laggier, more confusing, didn't get good results) to deal with than Photoshop. But it's a free program, so you could give it a try.
