As an artist who posts art on tumblr, I'll just say that seeing people reblog fanart and put a comment like "I liked this" just comes off as tacky. If the comment is more detailed, like "WOW! This is the cutest picture of Character I've ever seen!" or they think of a scenario the OP or another artist can draw to add to the original post, then that's alright. It's just the really copy-paste "This was cool" posts that people find annoying (and get removed from reblogs).

Tags are basically used to say little compliments without doing anything to the original post.

No no, see, here's the thing: a comment on tumblr isn't like a comment on most other websites. On tumblr, that comment doesn't go to a separate Comments section; it becomes a *part* of the post, a part that will be disseminated along with the art. That's why artists would on the whole prefer that comments made as actual additions to the post be more along the lines of interesting/attractive complements to the art, while a more basic comment like "this is good" or "awesome!" be put in the tags: which is the closest thing tumblr has to a traditional comments section.

See, that would make sense to me... but most people I saw talking about this wanted /all/ comments in the tags, not just the basic ones.
