I'm convinced that was one of those edits they mandated to try and get the moral scolds to shut up for five seconds. Like those weird additions to the 1932 Scarface, all about "Mind you, we don't actually think gangsters are cool! That would be terrible!"

Yep, the "Keep the Hays Code happy" gambit. I'm ok with movies that have the gangsters come to bad ends as mandated by the Code, but for some reason (Cagney's charisma, maybe?) that particular ending just didn't feel right to me. Having Rocky be unrepentant would have been an equally ok message of "don't let this happen to you!". But hey, different times.
