Everything is 100% genetic, but genes are never free of environmental influence, even in the womb.

So the answer to your question is yes and no at the same time.

Biological determinism would be to state that no environmental influence exists on phenotype and a person's particular DNA structure governs every biological outcome. That's the reductionist motto.

The point here is that no human exists without DNA, therefore "everything is 100% genetic" is technically a true statement, but also not at all a true statement since epigenetics influence nearly all genetic output at all stages of life.
