C'mon, in a lot of the kind of fiction that attracts fandoms - action/adventure, supernature, etc, the heroes as well as the villains tend to commit a lot of crimes. Even if they don't really come off as crimes in context, they usually do a lot of things that they legally could be prosecuted for if they were somehow caught and evidence was found.

List all these crimes they've committed!

Uh.... murder, assault, torture, kidnapping, theft, probably a little light treason...

It would probably be easier to list what crimes they haven't committed.

Vigilantism is against the law, but here's Batman doing it anyway. Actually that applies to a lot of superheroes, whether they have powers or not. Add to that property damage, interfering in official business, unlawful entry/breaking and entering, coercion, child endangerment, assault, terrorism, et cetera et cetera et cetera.

Murder, attempted murder, negligent homicide, involuntary manslaughter, reckless endangerment, arson, destruction of property, trespassing, assault and battery, extortion, breaking and entering, child endangerment (? does that count if he's a child too, even though he wasn't really considered one in the time period he was born in?), vandalism, disorderly conduct, fraud, identity theft.

The character is Pharaoh Atem/Yami Yugi from yugioh.

Genocide, premeditated murder, infanticide, theft, robbery, criminal negligence, slander, impersonation, false imprisonment, kidnapping, espionage, treason... in over a millenia there's probably a lot of other crimes the Doctor committed that I'm forgetting about.

Well, my current favorite character has committed them all. Probably just about literally all of them. My second favorite character I can't think of any he committed (unless it is one of the versions of the story where he was involved in one of the kinslayings, but I'm not a fan of that version of canon myself).

Let's see... disobeyed orders and endangered valuable personnel, disobeyed orders again, obstructed a murder investigation, went rogue from his organization, auto theft, stole historical artifacts from the Smithsonian, destroyed hundreds of billions of dollars worth of government property and facilities and snarled up traffic in the D.C. area for months while bridges were repaired. And he killed a lot of people in the process of doing all this.

Multiple acts of assassination and sabotage. And that's before HYDRA got him again. After that, it's murky, but he was responsible for at least two dozen assassinations over some fifty years.

Nuclear terrorism! Also regular old terrorism, bank robbery, felony murder (self-defense, but wouldn't have been in the situation if they weren't committing other crimes), murder, jailbreaking, inciting a riot, and theft of all sorts of stuff.

Well, Levi was canonically a gangster before he joined the army, so he probably got up to plenty of shady shit. We have seen him involved in: theft, murder, torture, mild extortion, general violent/threatening behavior.

Malik Ishtar was the head of his own international crime organization, and probably involved in what you might expect. I mean, it was crime involving card games, but they still had lots of murder and destruction of property and torture because this is Yugioh.

Smoking in a public building. Incitement to murder. Obtaining evidence without a warrant. Intentionally setting off a fire alarm in a public building without there being a fire. Driving without due care and attention. Conspiracy to pervert the course of justice by covering up a murder attempt by a friend. Illegal gambling. Fraudulently submitting a false claim for overtime. Common Assault. Actual Bodily Harm. Possible misconduct in high office. Possible life insurance fraud by faking own death (although the beneficiaries were unaware of this). Travelling internationally on false passport and obtaining goods and services under same. Oh, and littering. -- Gerry Standing, UCOS. "New Tricks".

Sadly "Being bloody annoying to a superior officer" is no longer considered a criminal offence though.

Irving Braxiatel's KNOWN Criminal Record:One count of petty larceny, four counts of theft, one of vandalising a religious icon, three counts of assault, sixteen counts of fraud, two counts of corrupting a member of the clergy, five counts of arson, and twenty-five counts of criminal damage.

He's done a hell of a lot more than that, though I can't tell exactly, because I'm not sure how to count multiple iterations of the guy. (Which is actually also a crime for the Time Lords.)
