Not only that, but also depending on the age of your market there are issues, too. Like say you have localized a few games that are similar but different--so your entire userbase, or most of them, plays all of them. What will usually happen is that they will pick a favorite, reasonably, because the amount any one person can spend is always limited, and keep spending on that and keep all the others in the lurch. You're very very lucky if you have several similar projects that are successful.

Now, if you choose to localize something that doesn't fall into that, you'll have all these people bitching about "OMG why did they release X and not Y?! How stupid are they?" when the reality is that we know damn well our market is being tapped out and we need to get into others to turn a profit (unless, of course, those users want to see the expense of play go up to justify the work it takes to keep their precious running with a new title and probably the same amount of staff).
