In fact I saw more of her parents trying to work with it. Because they're human they did freak out a little bit, but at no point did I see them turn and take it out on Elsa.
They were trying to find a solution to an admittedly thorny situation the best that they could.
Also as for the isolation argument. They just separated the sisters into different rooms after the accident. Elsa reacted by isolating herself from Anna until she figured her powers out, because she still felt guilty.
"bad timing"
Except to be honest, Elsa did (accidentally) somewhat cause it. It was an accident, unfortunate, she did technically still have some part in. I wouldn't fault her for it because she was a child, but it was basically a super-powered instance of "accidents happen".
