To me they seems like prents who care and try to help but have no clue what they are doing. They didn't ask the troll the exact meaning of his prediction, didn't even try to explain to Anna. I only watched it once so I don't remember exactly if it would be bad if she remembers, but they could at least have made up some reason, like Elsa is sick or something instead of leaving her thinking that Elsa just stops talking to her. They try to teach Elsa about something they themselves don't know much about, and isolated her without knowing for sure how it would affect her. They have good intention, but that doesn't mean they were doing good. It makes them more human, like normal parents can be.

I think it was implied that Anna needed her memory wiped because the magic freezing her was attached to it. Basically, she would keep freezing if she remembered.

The troll king says it's safer to wipe her memory too. But "safer" and "if she remembers, she WILL freeze for sure" are two different things. The phrasing didn't really convey the latter.
