As others have said, at the stage of the movie when Elsa first flees up the mountain, she is not doing it for an honest wish to be alone. She is doing it because she is afraid of her lack of control over her powers. That lack of control happens the most around other people, so she fled to get away from people and the emotions they would induce in her.

She needed to get over that fear, which meant she had to return to being around people and be able to be around them for long periods.

On the other hand, I do passingly recall a fic that had a mention that Elsa still had the ice palace and would sometimes go there when she wanted some alone time. So try imagine that instead - an Elsa who is not afraid to be among people, but sometimes leaves Arendelle in Anna's hands and has some alone time in her ice palace (with Marshmallow and all the sneeze-induced mini snowmen).
