I kinda thing they're the same person. Dethtoll got tired of trying to spin his anon stalker into an imaginary dark army, and decided he needed a dark lord to do battle with. thus Herp was created.

This falls apart when you realise that herp is willing so show compassion. Maybe Dethtolls good impulses have got tired of being supressed and have split off into a Tyler Durden style alternate?
