It wasn't bad in context. Their hair was very trendy in the UK at the time. Look at the guys in McFly or other UK celeb teens circa 2004. (The cover of their Wonderland album is the most obvious.) They all had that hair.

Even without context, I thought it was very much how a parent would send a ten year old to school. It's neat, not unflattering, and easy to do in the morning. However, *Harry* is supposed to perpetually look like he was in a fight with a vengeful blender or something.

It makes sense that a studio would think it was a good look for 'random ten year old kid', but it just doesn't work for this particular character.
