It is, actually. Where I live has an incredibly high cost of living (despite looking like any other American suburb), which is one of the reasons I'm still with my parents. Finding a place anywhere near affordable even with roommates within ten miles is pretty much impossible. And I do have to be near them, not just to help them but for Reasons of my own.

I also live in an area with a high cost of living (one of the highest in Canada). Still managed to find a place with room mates that wasn't out of budget and that allowed cats and that was within 5km of where I needed to be.

But I take it undisclosed reasons have the higher priority, in which case fair enough.

Still, moving out is probably the only way you're going to have a cat that is "your" cat.

No offense, but maybe it's time to think about cutting the cord.

No, seriously, at least consider it. What's the worst thing that will happen if you live, say, 20 miles away? I'm asking because some of the things you are saying are coming off as vague, and I can't tell whether you have certain obligations or are just inflating the number of reasons why you are unable to move.

I'm being vague because my personal issues in this area are not anyone's business but mine and my family's.
